Flu SCIM: Help in a Severe Influenza Pandemic with SCIM and OODA

A severe influenza pandemic, in an interdependent just-in-time world like ours,
could trigger domino effects well beyond deaths and disease itself.
A highly complex situation may benefit from simple tools,
just like a compass is helpful in the jungle.
Could SCIM and OODA (or better) help teams and networks organise
around vital needs in a complex disaster?
